AccessDenied in "List Rows Present in a Table action" in power automate

I am getting access denied error message on the "List Rows Present in a Table action".  I have verified, that:
 
all the chain leading to the file is has full control access permissions, including file, the parent folder, and Root
 
also, checked that the connection reference have the same user Id as the flow itself.
 
Has any body seen this bug?

    AccessDenied in “List rows present in a table” almost always means the Excel file cannot be accessed by the connector, even if permissions “look correct.”
     
    Common causes:
    The Excel sheet is protected, and Graph API blocks the operation. Unprotecting the sheet or allowing AutoFilter often fixes it.
    The file is read‑only, locked, or opened by someone else. Ensure the file isn’t open and is fully editable.
    The connector connection is broken or doesn’t have access—even if it shows “Connected.” Re‑authenticate or rebuild the connection.
    File permissions are missing or inherited incorrectly. Confirm the account can manually open/edit the file in SharePoint/OneDrive.
     
    Most common fix:
    Unprotect the sheet (or allow AutoFilter), ensure the file is editable, and refresh your Excel connector connection.

    Yes, this is a fairly common issue with the Power Automate action “List rows present in a table” from the Excel Online (Business), and it’s usually not actually a permission problem, even though the error says AccessDenied.
     
    Troubleshooting 
    Check these in order:
    • File stored in SharePoint / OneDrive
    • Excel data is inside a Table
    • File not open in Excel desktop
    • Connection re-authenticated
    • File path reselected
    • Pagination enabled if large table
