Post and process a reusable adaptive card in Teams

I’m looking for the best way to allow users in a group chat to fill out an adaptive card “at will” and have PA in the background process the submissions. Really, I’m looking for the best trigger. I don’t want users to have to post specific keywords or check every message to see if it’s relevant etc. ideally just an easy way for users to see the card and submit it. My thought then is to use the “when someone responds to an adaptive card” trigger to process it, but I need to get the card there first. 
 
I did try an Instant cloud flow with a Teams trigger on the compose message section, but when opening the apps section in the compose box and selecting “workflows” it just says “no suggestions found” with no option to add any.

    It will be interesting to see the replies, but I don't believe what you are asking is possible. If you get no solutions, I suggest you create a Microsoft Forms form and then add it to the channel to make access to it easy. You can then create a flow that triggers when a response is received. This will show you how to add the form to a channel: Work with colleagues to create, edit, and review forms in Microsoft Teams - Microsoft Support.
