I’m looking for the best way to keep an adaptive card posted/available within a Teams group chat so members of the chat can submit it at any time. Ideally don’t want users to have to use a keyword to have the card posted, looking for something more intuitive/permanent. Presuming there is a good way to do this, the idea then would be to process the submissions with the “when a card is submitted” Teams trigger.
It will be interesting to see the replies, but I don't believe what you are asking is possible. If you get no solutions, I suggest you create a Microsoft Forms form and then add it to the channel to make access to it easy. You can then create a flow that triggers when a response is received. This will show you how to add the form to a channel: Work with colleagues to create, edit, and review forms in Microsoft Teams - Microsoft Support.
