hello. I have a one question.

In my environment, Internet access is available, but MS cloud access is blocked by the internal network.

Is there a way to save flows without using the cloud?

No. There is no supported way to save or run Power Automate flows without using Microsoft cloud services.

Even if general internet access is available, Power Automate is a fully cloud‑hosted service. When you create, save, or run a flow, it must communicate with Microsoft cloud components, including:

Power Automate service (flow designer and runtime)
Power Platform environment metadata
Connector services (SharePoint, Outlook, Dataverse, etc.)
Azure AD for authentication

If Microsoft cloud endpoints are blocked by your internal network, then:

Flows cannot be saved
Flows cannot be executed
The platform cannot function
