hello. I have a one question.

In my environment, Internet access is available, but MS cloud access is blocked by the internal network.

Is there a way to save flows without using the cloud?

No, it is not possible to save or run Power Automate flows without access to Microsoft cloud services.

Even if your internet works, Power Automate is 100% cloud‑hosted and requires connectivity to Microsoft endpoints.

This is the only supported approach if you want to use Power Automate.
