Getting recently updated excel attachments

Hello I need to get items and attachments which are updated in the last hour and then process them. Any pointers? Correct me if I am thinking in wrong direction. We need a scheduler and it will get items but how to get the items whose attachments are updated?

    Below is an attempt with hard coded values to read excel.
