You need to be added as an owner. If you don't have the permissions in the environment to do so, you will need to have one of admins add you as a co-owner. However, to change owners, the flow needs to be in a solution. Once you are added as a co-owner, you can then import the flow into a solution if it is not in a solution.
Then you can click on set primary owner and make yourself the primary owner.
Note: I have never had to do this yet, but I believe this should work.
