When an item or file is modified triggering excessively

I've created a flow to send specific emails when a SharePoint list item is modified depending on values within the SharePoint list but when I turn it on it appears to be going through every previous modification of items in the list and triggering the flow for each causing the flow to get throttled and stop working.
 
The majority of the runs ended in an error like this:
 
 
Flow details are below, can anyone advise on what I'm doing wrong? Also, if anyone has a better way of distributing the different emails based on the values provided I'm all ears.

    Figured out what was causing the unnecessary runs, a flow I had turned off was somehow still running which was modifying the list items:
     
     
     
    Which is a pretty major issue in itself but not relevant to the issues experienced in the initial question
