send mail action - user is locked

Hello,

i have a pad action send email where i use ms account with 2fa. The action was working properly (using the app code within PAD)  but after an update it produces error "Authentication unsuccessful user is locked by your organization's security defaults policy. Contact your Admin'

I have admin rights and I verified that user can use apps, i have updated the app code but the issue remains. I managed to send email via PAD only after disabling the Security Defaults from Azure Active Directory but this is not a solution.

I tried also the actions listed on https://learn.microsoft.com/en-gb/exchange/mail-flow-best-practices/how-to-set-up-a-multifunction-device-or-application-to-send-email-using-microsoft-365-or-office-365  with no results.

Does anyone face the same issue?
