Thanks for posting the issue here. It seems like a consent of target machine and remote machie. Apprantly, when NLA is enabled on the target machine, and you use Microsoft Entra ID (Azure AD) credentials for Remote Desktop, the user and device must have explicit consent granted for Remote Desktop access.
Practically, even if the machine status shows as "Connected," the flow action will fail if this consent is missing.
Two things in my mind:
1. Granting consent for Remote Desktop - the user must grant consent for Remote Desktop access via the Microsoft Entra (Azure AD) portal.
2. Verifying device complaince - Eeed to ensure the device is compliant with your organization's Conditional Access policies.
