Permission denied due to missing connection ACL” (403 token exchange)

Hey everyone, I'm stuck on something weird in Power Automate.

In a single Power Automate flow, any step that tries to load dynamic dropdown values blows up with a 403. Example: SharePoint “Get items” and the “Site Address” dropdown. When I click it, I get:
“dynamic invocation request failed… status 403… Error from token exchange… Permission denied due to missing connection ACL…”

What’s confusing is this is ONLY happening in this one flow. If I make a brand new flow in the same environment and add the exact same SharePoint or Excel actions, everything loads fine and the dropdowns populate normally.

What I’ve tried with the broken flow:
- Swapped connections between my personal account and our apps or service account
- Reconnected the SharePoint and Excel connections in Data > Connections
- Used “Change connection” on the actions
- Verified the same connections work in other flows

No matter what connection I use, this one flow still throws the same 403 token exchange error when it tries to populate dropdowns.

So it feels like this flow is holding onto some old or corrupted connection reference behind the scenes, even though the UI shows a valid connection.
Has anyone seen a single flow get stuck like this? Is there a way to force Power Automate to refresh or rebuild the connection bindings for the flow without recreating the whole thing?

    I had this occur a couple times this weekend also, which is rare and new at the same time.  I think what worked for me is to paste in the site URL as a custom value, then SAVE.  At that point I got an error but then the dropdown and connection worked again.
