Agreed with the approach suggested by Rhia.
Identify the list of all UiPath activities. Likewise find out all the corresponding Power Automate Desktop actions. I have created a list here. Read the contents of the UiPath xaml file and create a corresponding PAD action for those activities mentioned in the xaml. A different xaml file within the same bot can be created as a subFlow.
Of course there will not be a 100% conversion but you can reach closer and can also create a report of which activities could be converted in which could not.
