HTTP Request for Graph Connector - Moving to Premium Licence?

Apologies if this has been asked before, but I have done some reading and can see that the "HTTP Request" Built In functionality is now being moved to be a Premium Feature, requiring Plan 1 at £5 per user per month. I would like to understand the following;

  1. Is it only the account that creates and publishes the workflow that requires Flow Plan 1? Or does every user who makes use of the Flow need this?

  2. If a Flow is created on our Tenancy with premium, exported and then imported into our clients tenancy does the Flow Account on the clients tenancy still need Plan 1? (or all users, depending on answer to Q1)

  3. Are there ways of connecting to both Microsoft Graph and to an Azure Logic App, without using the "HTTP Request"

All help appreciated.

    The HTTP request for non-SharePoint or OneDrive was moved to premium in February.  There are also Graph specific connectors, but those are also premium.  But to answer your questions.

    1) This is dependent on what the Flow does and how it is used.  For example, in general if a Flow is started automatically and is used for the system to update something then it runs in the context of the maker and only the maker needs the premium license.  But if the Flow is started by a PowerApps button or a Flow mobile button then the Flow runs in the context of the user who pressed the button and they would need a Premium license.

    2) Yes a Flow that is imported into another tenant will need a Premium license in that Tenant.  When you import the Flow it will ask you to create or attach to a connection.  The user account that provides the context for that connection will need a Premium license.  As stated in #1 if you are using the Flow via a button a new connection will be created for every user and they will all need a Premium license.

    3) None that I know of for Azure Logic Apps, but as mentioned there is a specific Graph connector.  But it is also Premium.
