Can you please provide on details on how to do this? Should we always rely on cloud to trigger the flows? There must be some way to trigger the flow on the same machine where power automate desktop is installed using the command line.

There are many posts asking the same but there doesn't look to be a way as of now to trigger or even schedule a desktop flow without the cloud flow.
I think @kierian wanted to type you "can't" instead of you "can" trigger power automate via CMD.
Here you can upvote the idea for scheduling a desktop flow which also talks about command line and powershell.

I propose a (dirty 😀) solution in this thread:

In the Power Automate for desktop July release (will be released in the following days), we can run a desktop flow locally through a URL. We can create a custom URL containing the Flow name/Flow ID and the Flow's environment ID and trigger it through a browser or anywhere else. Stay tuned 🙂
