Is it possible to specify the order of approvers on multi level approvers (everyone needs to approve)

In order to do so you need multistage approval (send approval to first user, and if he/she approves start another approval process for second user, and so on). Here's a good article on that: Multistage Approval Process with Power Automate - nBold
