There is no "out of the box" action provided by Flow that facilitates setting item level permissions in Flow. However, there are premium connectors from Plumsail that perform SharePoint permissions actions. In addition, this blog post demonstrates how you can accomplish your goal using HTTP actions. You may be able to substitute the SharePoint HTTP action for the regular HTTP action - the HTTP action is now a premium feature.
