GIFs cannot be OCRed using Recognize text in an image or a PDF document, but JPGs can be. I have successfully converted GIFs to JPGs and saved it to One Drive using the following flow:
I can open the jpg in One Drive and view the image. However, when I try to OCR the output of the file conversion or read the JPG from One Drive and OCR, it doesn't work. For example:
