Manage run as permissions does not show list of sites

I have deployed a solution to a test environment from a development site with run as permissions set on some flows within it.
 
But when I try to add my test site to the run as permissions in the test environment flows, the only site option is the development site.
 
Where are all the other sites?  Why can't I choose my test site? I am a site collection Admin.

    manual - For a Selected Item.
     
    I think I may have worked out what I need to do. The trigger is populated with environment variables. If I change those back to hard coded values for my test site (in the Dev environment), then add run as permissions for that site. Then export the solution with the test values in it will carry over into Test?

    Did you map the environment variables when you imported it into the other environment?
     
    Worth mentioning is that SharePoint "For a selected item" only works if the SharePoint is in the same environment as the flow.
