does he have at least a basic user security role in the environment?  If not, then he won't be able to see it.

Basic user is required to see the environment and potentially run apps that have been shared with that user.  If you want them to be able to create something they need at least the Environment Maker role.  Take a look at the following documentation on security roles in the Power Platform.  Make sure the user has the appropriate role for what you want them to do.  Role-based security roles - Power Platform | Microsoft Learn

Basic User won't be enough to view the History logs.  Copilot says that requires Environment Reader role, but that role doesn't exist. (It may have in the past). I would try the environment role 'Power Automate Operator'.  I think that is the minimum required, although I haven't tried it so I can't guarantee it.  I can't find anything int he documentation on the minimum role required for that.

    Hi @johnjohnPter,
Even if your 'PROD Users' role has full table permissions, the environment won't show up in the list unless the user has a role that allows them to 'see' the environment metadata.

    Try this:

    1. Assign the Environment Maker role to the user. This is the specific role required for the environment to appear in the make.powerapps.com list.

    2. Ensure the user has the Basic User role. This provides the minimum common permissions required to interact with a Dataverse environment.

    3. Verify the Environment Security Group: Check the Environment settings in the Admin Center. If a Security Group is assigned to the environment, the user must be a member of that group in Microsoft 365/Entra ID, or they will be filtered out entirely.

Usually, adding the Environment Maker role solves this immediately!
