Dear All,
I am trying to create a flow when ever a new owner of type system user has been assigned to a quote record. However, when i mention _ownerid_value in filtering attributes the flow is triggering on every record update. Can any one please help on how to create flow which triggers only on update of owner

It's unfortunate that Dynamics 365 triggers fired only when a specified field updated is not supported.
Actually, this feature is not supported on many triggers including the widely used SharePoint connector, there is a similar idea about the SharePoint trigger, you could go to vote it, maybe it could come true in the future:
