Tenatn has reached it's maximum number of subscriptions

Specifically on the trigger, "When keywords are mentioned", I get the following error:

Error code: ExtensionError, message: Operation: Create; Exception: [Status Code: Forbidden; Reason: Tenant has reached it's maximum number of subscriptions], request-id: 918c4d2d-a523-4dc1-8412-7e3301ec0406, date: 4/1/2026 4:54:55 PM

I've recreated the entire flow, moved it to a different enviroment, we have the flow set to a Per Flow license as well. The error message itself indicates that we hitting some sort of API call cap. Any ideas?

This flow had worked previously and we had cleared out older and inactive flows just be sure that we weren't over on # of flows an environment can have.

    The error “Tenant has reached its maximum number of subscriptions” is not related to API limits, flow count, or licensing.
     
    It occurs because your tenant has hit the limit for backend event/webhook subscriptions used by the trigger “When keywords are mentioned.”

    Solution
    • Clean up unused/orphaned subscriptions using Graph API or PowerShell
    • Optionally wait for auto-expiry (not reliable)
    • Reduce use of this trigger or consolidate flows
    • If needed, raise a Microsoft support ticket for tenant-level cleanup
