Export and Import Flow timeouts

I have a user who is getting timeouts when he tries to export or import a flow.  I can export his flows without the error.  I have asked for internet bandwidth speeds and his are equal or superior to my own.  Everything else appears to be fine when he runs flows or edits flows.

    Because the same flows can be exported successfully by another user, the most likely causes are:
    • Browser cache or session issues.
    • User-specific permission differences.
    • Local machine configuration problems.
    • Network security controls affecting file transfers.
    The quickest diagnostic steps are to test using an InPrivate browser session and from a different workstation.
     
    These tests typically determine whether the issue is tied to the user's account or their local environment.

    Since you can export the same flows without issue, this is user-specific not a flow or platform problem.

    Quickest things to try in order:

    1. Ask him to open an InPrivate/Incognito browser window and try the export. If it works, the issue is his browser cache or session. Clear cache and cookies and test again in the normal browser.
    2. Try a different browser entirely (Edge vs Chrome).
    3. Check if his corporate network has a proxy, firewall, or DLP tool that intercepts file downloads. Export/import involves downloading a ZIP file which some corporate security tools block or throttle. This would explain why everything else works fine but file transfers time out.
    4. Check his Power Automate permissions. Even though he can run and edit flows, export/import requires the user to have the Environment Maker role. If he has a more restricted role it can cause silent failures or timeouts on export.

    Can you switch to classic mode and then try to import and export the solution it will defientely will work.

    If above suggestions are not fit can you please check the size and complexity of the flow? Sometimes, large or complex flows with many actions, connections, or large embedded content can cause timeouts.
     

    Also - if antivirus or firewall fnterference is there, local security software might block or slow down large file transfers.

    The user is no longer getting the errors during export - and I believe import as well.  We'd already tried switching VPN connections and clearing cache and rebooting - none of which worked originally, but when he went to check his VPN again and switched it back to the original VPN tool - it started working.  Therefore, I don't exactly know what solved it, but thank you all for your assistance.
     
    For the one commenter regarding switching to the classic interface - I do not think we have that as an option any more.   I looked for it and couldn't find it.  I appreciate this all all other suggestions.
