Workflow Filter Emails from Excel File

Hello. I'm trying to build a flow which requires a filter to extract email addresses from small Excel table. Table has 2 columns, 3 rows. Column 1 indicates a Level (1, 2 & 3), column 2 contains email addresses that need to be filtered and then composed into a group. List Rows works fine, but filter doesn't extract column 2 values. I tried formatting Level as a number and text. Compose step doesn't create any output.

    I tried formatting Level as a number and text. 
    I'm not clear what that means. Did you try filtering without the quotes?

    I did use quotes when column 1 was formatted as text and removed them when formatted as number.
