Sequential Approval and Multiple Approvers each step

I'm trying to use the built in Sequential Approvers action and I have multiple approvers for some steps, but it seems like even if one person approves on Step 2 approves it moves onto the next Approver, is there a way to force all to approve using Sequential or would I need to go old school with multipel approval actions?

    This is actually expected behavior with Sequential Approvals. In a sequential setup, each approver is processed one at a time. That means even if you add multiple people to a step, the flow doesn’t automatically wait for all of them, it just goes down the list in order. Once the current approver responds, it moves to the next.
     
    As a workaround, you can use the “Start and Wait for an Approval” action with Everyone must approve. In that case, you would need to add this action separately for each stage, sending the approval sequentially to the appropriate approvers at each step.

    Although you can add multiple email addresses to any step in the sequence, each step is set to "First to Approve".  Using the built-in Sequential approval there is no way to incorporate a stage where all must approve.  To do that you need to build out the sequence using separate start and Wait for an approval actions.
