The issue may be Microsoft Edge and many users are experiencing buggy experiences. My first go-to before I troubleshoot anything else, is to always have Firefox installed with the most recent version and extensions.
Then I simply switch one action from Edge to Firefox and retest. More often than not, this typically resolves issues. From my experience, they are inside Edge themselves and it seems to take the PAD team a few version to catch with changes.
When Firefox is installed on VMs and production servers, it's a simple 5-minute update in PAD and back to successful runs. From there, I will leave my PAD in Firefox until I touch the flow again. I have some that have been running in Firefox for months and what browser the run in is irrelevant as long as I am getting successful runs.
I don't think this would be the root cause but I have seen Microsoft marketing popup intermittently in flows and essentially kill your PAD run because you are stuck in the popup. That said, a "next step" is to put a 60 second delay at the beginning of your PAD flow, start it, then go log into the VM and watch it run and see exactly what is occurring at the failed step.
