Sending automated email on behalf of - not working

My flow: send automatic bday email to employees on their bday.

 

Works just fine when I send it from my own email (since I own the flow), but when I try to send it on behalf of another email, the flow fails.

    In order to send emails on behalf of another user, you need permissions to do so.  Unless the user has given you that permission, your Flow will fail.

    yes this is true, but I have permission and I can send an email on behalf that user account directly from outlook, but it does not work inside an automated flow from power automate. Power automate comes up with an error "Forbidden". Any idea what to do to fix it?
