Hello there. Is there a way to trigger a flow to run for everyone in your Organization? If yes, can you limit using O365 user identifier (i.e. city)?

Can you be more specific what is the trigger ? Do you need a manual flow shared only with part of your organization ?
I would like to have a flow running inside my organization but filtered by user's city that runs when someone in the organization and for example in New York receiving an email from that email address.
