Your understanding is mostly correct. Microsoft has published operation-level consumption rates for AI Builder workloads under Copilot Credits, including document processing scenarios.
Based on the licensing documentation, document processing currently consumes approximately 8 Copilot Credits per page, which is why many customers are using that number for estimation during planning.
However, there is still some confusion because Microsoft has not provided a simple “AI Builder credits to Copilot credits” conversion calculator or direct pack-to-pack mapping. So your Microsoft contact is correct in that sense and there is no official flat conversion ratio between the two licensing models.
The best approach is to estimate based on actual workload usage rather than pack equivalency.
For example:
- Current usage: ~1.7M AI Builder credits/month
- If your workload consistently consumes 100 AI Builder credits per page
- Then you can estimate document volume first, and from there estimate Copilot Credits using the published per-page consumption guidance
That will be much more accurate than comparing pack sizes directly.
I’d also recommend:
- Reviewing a few months of actual document/page volumes
- Validating whether all your AI Builder scenarios are moving to Copilot Credit consumption
- Asking Microsoft for a tenant-specific consumption assessment if available
