Import from Excel to Sharepoint List create item when column is lookup

I have a flow created to import Employees from excel online to SharePoint. I used
 
For selected file
List Rows in a Table
For Each
   Create Item
 
I can map all but one column.  That column is a lookup from another list "Department" that has a number and description.  I have both in my excel file however the mapping interface does not let me choose a dynamic entry or a function.  It is just a drop down of departments.  Is there any way to dynamically set that values when iterating row data from excel?

    When I test a Get Rows action against an Excel table with a drop-down column, it returns the value in the drop-down column correctly:

    Can you post screenshots of your flow and the lookup method you're using in Excel so we can get a better idea of what's going on?

    It's during the create flow process that I have an issue. I will post image of flow and the create item detail.  It is in the create item where I cannot use s dynamic of function as I can for other columns. You can see the column below shows the function and dynamic control appears.  For department it wants me to select a value...

    When you click on the drop down arrow, you'll see an option to enter a custom value. Click on that and then the Expression dialog will appear.

    Just to clarify, the dropdown is not in the excel file it is in the SharePoint list (a lookup).  That lookup field is not showing as Department ID field to import in the panel but there is no option to map to the field in csv.

    I was referring to the drop-down in your screenshot, like this:
     
    Once you click Enter Custom Value, you'll have the Dynamic Content box pop up:
