How to send an email when I entered someone's email inside the item

After I have created the Form and added a new item, I have a field to input someone's email as the "assignee", how do I set a trigger to send an email notification according to that field?

Is this a field in a SharePoint Online list.

If that is the case you could use a trigger condition to check that the Assignee field is not empty. Additionaly, you can check if the field value of the Assignee has changed. In that case you can sent an email.

1. Trigger condition expression

@not(empty(triggerOutputs()?['body/Assignee']))

2. Check if the field value has changed
