Power Automate Licensing Question for Microsoft 365 Business Premium

I need some clarification regarding Power Automate licensing.

I have a Microsoft 365 Business Premium account and have created a few cloud flows that trigger when changes are made to a Microsoft List and then send email notifications using standard connectors (SharePoint and Outlook).

Based on Microsoft’s documentation, users on free plans or Microsoft 365 plans should be able to use standard connectors without any issues. Cloud flows also run under the license of the flow owner, so this should be fine as well.

According to Microsoft’s current documentation, Microsoft 365 Business Premium falls under the category “Microsoft 365 apps with Power Platform access,” which provides 6,000 API requests per user per 24 hours.

I want to confirm whether this interpretation is correct.

My questions are:

  1. Does Microsoft 365 Business Premium officially fall under the “Microsoft 365 apps with Power Platform access” category?

  2. If so, is the API request limit indeed 6,000 requests per user per 24 hours?

  3. Is it fully compliant to run these standard‑connector flows under this license without requiring any Power Automate Premium licenses?

  4.

Any confirmation or extra details would be appreciated.

Thanks in advance.

So the answer to all your questions is YES.  The one thing to be aware of is that although the Power Automate Free license gives you access to standard connectors you may not have access to the data source that the connector attaches to.  For example, the Free license would let you use the SharePoint connector, but without an M365 license you wouldn't have permission to the SharePoint list it connected to. So you wouldn't be able to use it.  Also, the Free license is the one that is limited to 6,000 requests per day.  The "seeded" license from M365 has a limit of 40,000 requests per day.
