At that time, under Power Platform admin center → Environment → Settings → Product → Features, I could see two separate toggles:
AI Builder – Enable the usage of AI Builder models (preview)
AI prompts – Enable the AI prompts feature in Power Platform and Copilot Studio
I turned both On, and AI Builder started working.
This year, when I go back to the same place, I no longer see the “AI Builder” toggle. I only see AI prompts.
Even though the AI Builder toggle is gone, I can still use all the AI Builder actions in Power Automate (Analyze sentiment, Process documents, Run a prompt, etc.), so clearly AI Builder is still active in my environment.
Microsoft has now published the End of AI Builder credits announcement, which explains that AI Builder credits are being retired and replaced with the new licensing/consumption model for AI features:

My understanding is:
Last year, AI Builder and AI prompts surfaced as two related toggles in environment features.
With the new AI prompts / Copilot model and the retirement of AI Builder credits, the UI has changed. In some tenants/environments (including mine), the separate “AI Builder” switch no longer appears, even though the AI Builder capabilities are still available.
As long as AI prompts is enabled and the tenant has the right AI licensing/capacity, you can still use AI Builder actions and prompts in Power Automate and Copilot Studio. I might be wrong.
