Cant find "Run a flow" action in the cloud? Missing licensing?

I can't find the Desktop flow actions in the cloud even though I have an RPA - attended license. Do I really need an unattended license for the action to show up? Trying to migrate an existing cloud and desktop flow to a new account for a client and cant figure out what's missing. Just created the account today. Any and all help/suggestions would be appreciated!!

No, separate license is not required just to show up.

Try typing only the word "desktop".
