Power Platform Capacity Report question

Inside our power platform admin center i downloaded the capacity report, to see mainly how our service account (which have a premium license) consume requests to sharepoint:-
 
 
 
 
i got inconsistant results, so i have those 2 questions:-
 
1) for the same user on some dates the "Entitled Quantiy" is 2000 and 40000 and 0, as follow:-
 
 
now as i know user with premium license have 48,000 requests ... not 2000 or 40000 or 9
 
second question, on some dates the Power Automate requests, exceeds the "Entitled question" by 3 times as follow:-
 
 
so what is the issue we might face? although all the workflows are working well, and we never get any warning from microsoft ..

    The Entitled Quantity column doesn't show your full daily limit in one row;  it splits across multiple rows per day, so you'll see 0, 2000, or 40000 on different rows for the same date. That's normal.
    As for requests exceeding the entitlement; Microsoft doesn't hard-block you when you go over, flows just keep running. It's soft enforcement, so overages are logged but don't cause failures unless it's extreme and sustained.
