Problem for Multiple file for Approvals (Not sending 1 E-mail)

Hi, Everyone.

I got the problem with flow Approval Attachments. which I refer workflow from https://www.youtube.com/watch?v=ShNhn-jSBC0&t=677s but I'm not sure which session did I missed.
For Start Flow; If I attached more than 1 file such as 3 files (Example attached file A,B,C), Flow will trigger and send 3 e-mail ; 1st E-mail will attached only A File, 2nd E-mail will attached A&B and the last E-mail will attached all of attached A,B & C . I'm not sure could someone know how to solve it?

This is my workflow.

and this is result if I attached 3 items and send to approver (please focus and see on EWR-79 which send 3 times with different quantity of attachments)

Any suggestions are highly welcome 😃

Just to confirm whether the start and wait for approval is placed in the apply for each, the reason i asked you why the way email is sendings attachments

1st Email: one attachment
2nd Email: 2 attachments
3rd Email: 3 attachments

For now, The start and wait for approval is placed outside apply for each.

I just try to change step but the result was the same. If I understanding, this flow is normally collect all the data and keep it at array first before sending to next process right?

Yes as per the screenshot, it is collecting all attachments in an array and sending the approval after all elements are added in array

OK. But the result for me is still the same as before

1st Email: one attachment
2nd Email: 2 attachments
3rd Email: 3 attachments

by the way, could you have solution or alternative way for solve this issued?
