I am working on a new tenant for a customer, and some users have this license:-
so is this license sufficient for the users to create and use power automate flows without having to start a trial?
Yeah, that license is sufficient for them to create standard flows.

Yes, it is. The same licensing doc has the information for it, and the E3 and Business Standard have the same User Rights for all Power Platform Services.
