Unable to create Outlook.com or Office 365 Outlook connection in Power Automate (DLP policy error)

Hello,

 

I am trying to create a simple flow in Power Automate to automatically create a task in Microsoft To Do when a new email arrives.

However, whenever I try to add the Outlook.com or Office 365 Outlook connector, I get the following error:

Failed to create connection for connection id '/providers/Microsoft.PowerApps/apis/shared_outlook/...'.
The environment data loss prevention policies for environment: 'da540812-748f-eded-8550-647df0ea8e4c' could not be found.

 

I have tried:

  • Different browsers (Edge, Chrome, Firefox, incognito mode).

  • Deleting old/broken connections.

  • Making sure I’m signed in with my personal Microsoft account (the same one I use for Outlook and To Do).

  • Creating the flow with both Outlook.com and Office 365 Outlook connectors.

  • Using the Default environment in Power Automate.

 

None of these solved the problem, I still get the same DLP error message when trying to sign in.

I don’t have any custom DLP policies (this is just a personal account, not an organizational tenant).

Has anyone faced this issue before? How can I fix or bypass this error so I can connect Outlook.com to Power Automate and create my To Do flow?

    I have little experience with this issue, but i asked copilot about it and pasted the response below, maybe it can help you get some guidance?
     
    If anyone else has any other ideas please share them.
     
    ✅ Suggested Fixes
    1. Switch to a Different Environment
    Go to Power Automate.
    In the top-right corner, click the gear icon → View all Power Automate environments.
    Try switching to the “My flows” or “Default” environment.
    If you're already in “Default,” try creating a new environment (if allowed).
     

    2. Check DLP Policy Configuration
    Even though you're using a personal account, Power Automate still expects some default DLP policy setup. You can:
    Visit the Power Platform Admin Center.
    Navigate to Data policies and check if any exist for your environment.
    If none exist, try creating a basic policy that allows Outlook and To Do connectors.
     
     
    3. Use Outlook.com Connector Instead of Office 365 Outlook
    Some users have had better luck using the Outlook.com connector (instead of Office 365 Outlook) when signed in with a personal Microsoft account. Make sure:
    You're signed in with the same account used for Outlook and To Do.
    You’ve cleared any broken or cached connections under Data → Connections.
