Hi @nircognni,
Could you please have a simple test that creates a Recurrence trigger without any timezone and start time setting?
If it works, then add the timezone and start time back.

@v-litu-msft
the UTC Time zone on Outlook is the same as i set on MS Flow - still does not work. any other solution?
Hi @nircognni,
When you change the time zone setting in Outlook, all Calendar views are updated so that they display the new time zone, and all Calendar items reflect the new time zone.
Click the File tab.
Click Options.
On the Calendar tab, under Time zones, type a name for the current time zone in the Label box.
In the Time zone list, click the time zone that you want to use.
Notes:
When you adjust time zone and daylight saving time settings in Outlook, Windows clock settings are also adjusted.
When Outlook is set to a time zone that observes daylight saving time, the clock adjusts for daylight saving time by default. You can turn off the adjustment. However, this is not recommended.
Some time zones do not have daylight saving time. When Outlook is set to time zone that doesn’t observe daylight saving time, such as Arizona in the United States, the daylight saving time adjustment cannot be turned on.

@nircognni probably you have configured in your exchange (Outlook) services another UTC time
it just doesnt works for me. i did exactly what you saied. still doesnt work.
Hi @nircognni,
Could you please explain more your time issue?
The start date field should be UTC time is fixed, if you located in +02:00, the time zone field is where to append.

Hey @v-litu-msft ,
It does not make sense - because i need to use other UTC time according to my location.
otherwise it will be too complicated to calculate my timezone.
Any solution?
Hi @nircognni,
I tested your Flow on my side but it works well, the team message could send every minute start on a timestamp.
One point needs to mention is the start date should be UTC time:

@ChristianAbata
Hey, this was just a test.
I want it to send an automatic message via MS Teams at the same hour every day (for example: everyday at 9:00AM).
I have tried all of options (every minute\every second\every day).
Only when i hit 'run' it sends the message. but it seems like its not scheduled.
