EntraID Connector Insufficent Permissions

Hello, 
i have following Problem: We build a flow for Users, so that they can manage their own security groups (cloud-Only) and add/remove users. The User who starts the flow uses his own connection for the actions. 
The useres are Owner of the security groups. 
There is one User who cannoz run the flow the action remove and add gets this error:
"code": "Authorization_RequestDenied",
"message": "Insufficient privileges to complete the operation."
This is curently the only User who has the Problem. If he adds/remove Users in the azure Portal it works completly fine. 
I checked differences with Useres where it is working but couldnt find any.
 
Any ideas why with this specific User there is a Problem.

    Did you have one of your Entra ID admins check the user's permissions to see if this user's access is different from everyone else?

    This issue usually occurs due to Microsoft Entra ID permission differences between the portal UI  (Microsoft  Azure Portal) and the API used by Power Automate, even if the user appears to have the same access. Since only one user is affected, the cause is almost always related to Graph API permissions, role assignments, or connection tokens used by Microsoft Power Automate when interacting with Microsoft Entra ID (formerly Azure AD).
