How to limit the number of executions

Sorry for my english (I use google translation).
I have a problem to build a flow.
My goal: to set up thematic alerts to my readers on a sharepoint.
For example, when a new article is published in the finance category, send an email to x.
I managed to create this feed (with category and promoted state conditions).
However, the flow really runs many times and as I have 12 themes, the execution limit is reached very quickly ...
I wanted to use "planning" to limit the execution to twice a day. But when I put in the first step the "planning", I can not add the trigger "when a file is modified or created" because it makes two triggers.
I think it is necessary to use "get the files" sharepoint then select the condition category (for example finances) but after I am blocked.
How to make the alert only for new items? I do not master the time formulas.
I do not know if I am very clear ...

    Do you want to send an email to users when a new file is created in SharePoint library?

     

    Is Finance category a specific sun-folder under the library?

     

    If you want to trigger the flow when a new file is created, please try with the trigger When a file is created in a folder, then it won’t trigger the flow when a file is modified.

     

    Please check the following flow configuration for a reference.
