I have a service principle account set up for my power platform environments. I have given it api permissions for flow service, though when I try to run powerShell script to turn on imported flows via DevOps pipeline I get a 403 forbidden error with the following error message:

I have given the service account system admin and environment maker privileges.

Hi,

We had to spin up an account in the target environment to allow for access.

Could I have more details how you fix the issue? What do you mean a service user has to be created with an extra license?

To fix this issue, a service user had to be created with an extra license, also to get the flows to work a connection has to be made in the target environment to be able to add the GUID into a settings file included in the imported solution.
