UIFlowService failed to start: "A timeout was reached (45000 milliseconds) while waiting for the UIFlowService service to connect"

The Power Automate service (aka UIFlowService) and Power Automate update service were unable to start automatically due to the captioned error. This error message was found in Windows event log. What could be the reason? Where can I find further diagnostic information about this error? Which endpoint / service URL is it trying to connect?

I tried to look for any log files but unfortunately we're using normal user account and does not have read permission.
