Are you getting a specific error and is it listing a particular action as causing the issue? For example, at my company we have DLP policies to prevent people from using actions for Gmail or Outlook.com. Those flows would trigger a DLP policy and be suspended. Deleting the offending action and replacing it with an approved action (Outlook.com for Outlook for Business for example) would resolve the issue. You may have created a flow in an environment that does not allow certain actions. You would need to move the flow to an environment that is configured to allow the offending action.
