Dataverse trigger on Note (annotation) table will not trigger with Title (subject) only.

I have a flow with a dataverse trigger set to 'added or modified' on the Note table with no other trigger conditions. When I add a Note where Description (notetext) is empty, the flow won't trigger. The flow will only trigger if both Title and Description are populated.
