Embed image as inline attachment in email

Hi! I am building a flow to collect equipment info with its image in SharePoint. When user create an item in SharePoint list, I use get attachment content action to get image data, I would like to embed it as inline attachment, i.e. < img src=""> and send out email via outlook. How can I embed image code in email without create new image in one drive or in SharePoint? Thank so much for help.

could you use HTML for the inline images ?
