If I create an automated flow that runs when a task is created in Microsoft Planner and uses premium connectors (such as Dataverse or Project), do all users who create tasks need a Power Automate Premium license, or only the flow owner?

Agreed with @11manish, just one point I wold make,

For instant/button flows, the user who triggers the flow must have the appropriate license.

The short answer is only the flow owner needs the Premium license for this setup.

Since your flow is an Automated Flow (triggered automatically by an event in Planner, not by a user manually clicking a button), it runs in the "context" of the owner's connection. This means the "end users" creating the tasks only need their standard Microsoft 365 license to use Planner—they don't even need to know the flow exists.

Just keep in mind that if you ever switch this to an Instant Flow (where a user manually selects a task and clicks "Run flow"), then every user who triggers it would need a Premium license. But for your current "When a task is created" trigger, you're fine with just the owner being licensed.
