Microsoft Keep Turning off my Flow saying it is not running, when it is.

My flow is working fine - in the 28d run history you can see that it ran loads of times last week.
 
However, I just had an email from Microsoft saying
 
Alert! Your flow has been turned off since it was not running
We noticed that your flow has not run at all in the past 90 days. We disabled it on 6/7/2026 7:03:02 PM.
Sure enough when I follow the link in the email, the flow has been turned off. I can turn it back on, but MS has done this about 3 times in a row now, every few weeks, and if I miss the email, it won't get turned back on.
Why would MS think my flow is not running, if the run history shows that it is running fine?
 
The flow is triggered "When a Teams webhook request is received" if that helps.

    There was an URL change migration alert in the power automate, below url for troubleshoot common issues
     
     
    Also check your license as well are a premium user?

    I suggest to buy a Power Automate Premium (or per flow) license. There is a 90 day turn off policy and upgrading the flow’s licensing level can bypass the inactivity auto suspension. Flows owned by premium license users or tied to a capacity (per flow) plan are not subject to the 90 day turn off policy.

    I understand you said the flow did run recently, but the inactivity detection is likely not seeing the "When a Teams webhook request is received" trigger event as a valid trigger activity.

    Thanks for the reply - I have other flows triggered in exactly the same way which do not get switched off by Microsoft, so it seems like somehow this one is being treated differently.
     
    I looked at the Retention limits you shared and it says "A cloud flows that isn't triggered within a 90 day period might be turned off. " but you can see in run history that it has run almost daily in the last 28 days.
     
    I do not have a premium license but I am not hitting any usage limits and the other flows do not get switched off.
