Can someone give advice on how to share PAD flows from one user to another.

You can use Share option to share desktop flows as shown below

If you are not able to find those options, that means you are using a power automate free license, So, you need to upgrade to Paid Subcription and can avail the same options

If the option does not appear in the desktop version, I advise you to see your flows on the website https://make.powerautomate.com/ There you can see your destokp flows and share them with someone else.
