Create an Approval produces a confusing error

When simply "Creating an Approval" in Power Automate cloud workflow, and selecting the drop-down for Approval Type, I receive a Power Automate "create an approval": The Dynamic invocation request failed with error status:403. What does this mean?  When reading the full error (see attached png screen shot) and using Gemini to troubleshoot this response, the explanation is as follows:
 
The error "The Dynamic invocation request failed with error status:403" means that
the Power Automate flow's action is Forbidden from accessing a required resource due to insufficient permissions.
The server understands the request but refuses to authorize it, often
because the account used by the connection lacks the necessary access
rights to the specific service or endpoint it is trying to interact with
 
I have checked with our organization's Office 365 admin, and he verified that my license is indeed current and active, and I have Power Automate licenses. I have used approvals in this account before, and I also have a workflow currently running without errors that uses this approval connector to connect to Teams.  It only gives me this error when creating a new workflow.  Does this behavior sound familiar to anybody else?  Can you tell me how you resolved the distinction between the developer mode error and the runtime error-free operation of the same connector?

    Could you please embed the image in the message? Unfortunately, your file is still not available for download (it happens sometimes in this Forum).
     
    If you are using the new flow designer, disable it and try to to select it again. I sometimes find this problem with some other connectors, and usually the classical designer solves it.
