If your objective is to avoid assigning premium licenses to all users, I would recommend separating the flow design so that it is not directly initiated by end users. Instead, you can use a dedicated service account with a premium license to handle the premium actions.
Users can continue updating SharePoint metadata using standard connectors. A background flow, owned and run by the service account, can then be triggered automatically (for example, when a file is created or modified) to populate the Word template using the premium connector.
As long as the flow is not directly triggered or interacted with by end users, and all premium actions are executed under the service account, additional user licenses should not be required.
